First, the government provided 335 cement bags to 33,267 administrative districts. Then let them use it however they want and evaluate the consequence how the district is developed by the supplies. If one district cannot accomplish some goals for their habitation or don't use the cement at all, the next distribution will not be occurred. As a result, 16,660 district do something for their town and the government gave another 500 cement begs and a tone of rebar to them. Through this free distribution to every village and make them compete with other neighborhood they can do their heart-desire businesses of the town.
Next, because the majority nation at that time were involved with agriculture, the government also focused on encouraging development of agriculture. It presented cutting-edge agricultural machines to farm area. Moreover, the government instructed to enlarge farmland and irrigation facilities. Its purpose was self-sufficiency of each farm village. Still there were many needy districts that cannot afford to live with their own agricultural products. By this small agricultural revolution, many of the poor towns were able to handle their food problems.
Finally, the movement concentrated a city beauty. Dirt roads and thatched-roof houses were very common in 1970s. So the government decided to change every thatched roof into slate roof and also wanted to pave all the roads with asphalt. This accelerated urbanization of rural area. Although they did the farm, exterior of the farm village turned into a small-modernized town. In short, most thatched-roof houses were vanished among this movement. Plus, with opening of Gyeongbu Expressway, this city beauty operation became more active. Almost every nation's appearance renewed.
Saemaul Undong definitely has lots of positive results but it was basically a popular movement under the revitalizing regime. This has left room of criticism and a lot of points of view. Of course light makes darkness. This movement built not only good cases but also bad examples. However, consequently, this caused so many effects that made basements for economic development. It is better thank to our seniors and make this nation more beautiful with eliminating the dark side of the rapid progress.
